About the project

The project

The immediate assistance of ESPA-3 for June 2021 parliamentary elections focused on strengthening institutional capacities of the Central Electoral Commission (CEC) of Armenia to ensure smooth process of voter authentication, introduce health and safety measures to mitigate the risks of COVID-19 and conduct voter education campaign especially tailoring women and people with disabilities. In post-electoral period the project conducted lessons learned exercises to identify areas for improvement and long-term UN assistance, as well as continued focusing on capacity building of the CEC through BRIDGE trainings and innovative ways of public outreach campaigns. In addition to this, the project supports the CEC in conduct of local self-government bodies’ elections through ensuring safety measures for COVID-19 mitigation and implementing voter awareness activities.

Our mandate

The programme is mandated to enable the Government of Armenia in conducting fair, inclusive and transparent elections through:

  1. enhancing the inclusion, integrity and transparency of the electoral operations, including smooth voter authentication process.
  2. enhancing the capacity of the CEC in conducting public outreach and external communication, specifically targeting participation of women and under-represented groups
  3. ensuring health and safety measures during electoral operations to mitigate the risks of COVID-19 spread.


Additionally, the programme mandate will spread over the post electoral period to identify lessons-learned for the improvement of electoral process and future organizational planning.
